I don't like the CX series, it's really hit or miss because it's the budget series. They have potential for whining problems from the coils aswell. I also have had bad experiences with them so I'm a bit biased :p
Either way, I'd still get a different brand and lately the EVGA have been getting good reviews.

Also, a case is more a personal touch, so just take whichever one fits your needs.

Usb 3.0 is much faster. You need a 3.0 cable with a 3.0 port to be fully "3.0". If you have a 2.0 of either of those it will be 2.0 speeds.

If you wanted one or two 3.0 front ports, it would probably be $20 dollars more for a case. (when I was looking)
The other option is to use that $20-30 dollars for a nicer board which would usually have 3.0usb ports in the back.

Edit: This board is really nice. It has 8+2 (10) Phase count which is much better than the 3+1(4) of your last board. Think of that like having 6 more line to distribute heat away.
It has two 3.0 Usb ports and eight 2.0 usb ports. It give the potential to add a 2nd GPU later as well as overclock slightly. Just be take it easy at first and test the capacities if you do so. $25 more than the board you had.
