Earlier today I finally upgraded my processor from an amd 965 BE to an intel 4690. Got an MSI Z87-G43 motherboard as well. Nothing else changed except those two. Reinstalled windows to get a fresh start. Now no matter what my computer refuses to restart. Whether it's from the BIOS or from windows it logs off windows then goes to the shut down screen then no display and just hangs with all the fans going until I am forced to do a hard shut down and turn it on myself. Normally wouldn't be that big of an issue except my computer is across the room and I use a wireless keyboard and mouse and it makes it inconvenient.
Also would like to clarify that it has no problem when I just do shutdown, only on restarts such as when installing a program or when I make Bios changes.

Hello,

not sure if it could be related but have you updated the BIOS to the latest version?

The 4690 was released only about a couple of weeks ago and this motherboard have the older chipset Z87. The motherboards with teh latest chipset Z97 would naturally support this CPU but the older ones like yours would need a BIOS update.

When you start the PC take a look at the BIOS version - you need it to be 1.7 (the release date is 2014-02-26).

If you have an older version of the BIOS you will have to follow the instructions here and get it updated http://www.msi.com/product/mb/Z87G43.html#/?div=BIOS

If you already have the latest BIOS however then you will need a different solution.
