My computer keeps getting stutter lag! Please help!

A description is basically something is just off? It's not running as fast or as smoothly as it should. For example, when browsing the internet and scrolling it like cuts up, or when I change tabs, it's very slow at changing tabs. I've reformated twice and tried reinstalling drivers and whatnot. Another problem is in games lke league of legends I get random frame drops for a split second and it goes back to normal..

fx 6300
r9 asus 270

ddr3 pioneer 4096 MB ram.

my first suspect would be power supply not being strong enough, what do you guys think? ive reinstalled my drivers and reformated a few times same problem. what should i assume or troubleshoot first? please help me!
 
Your cpu is ok - I think - 33C reading and 45C readings don't help

Power Supply - only 3V reading - OK. No 12V or 5V readings

GPU - Voltage OK. But at 88% usage only running at 300MHz gpu and 150MHz memory.

So my guess is that you graphics card has had the snake - replace it.

and drive sweeper to get the drives off? also another thing that keeps happening is the computer will freeze for a good 15-20 seconds for no reason while browsing internet then go bakc to normal.

open task manager, look for a process which may be taxing the cpu, or using available memory. i have the max 2 Gig ram on my system, and it turns out that i have an older video card, so my system suffers lag, particularly in the browser. i get a lot of 'not responding' msgs, which clear after a few seconds.

I'm trying to get my hands on a video card. In the meanwhile I have access to hard drives and according to a lot of newegg reviews people experience stutter using the ssd I bought... So i'm wondering if I Should maybe reinstall windows on an older harddrive and see if my computer runs smoothly.
 
OK - MSI 970A-G46

The info I have says "avoid overclocking and 8core cpu". And its known for having problems. So its not the best mobo. 4+1 power phases.

For fx cpu and upgradeability, I'd recommend using a 990FX chipset mobo eg ASRock 990FX Extreme4 8+1 power phases.
