So I have two laptops, and I want to use Dell mini 10 as a external monitor for my ASus laptop, but when I hook them up I can see the option for two monitors on Asus, like it even acts as it thinks there are two monitors, but the Dell, does not respond and even when I go to screen resolution(in dell) I can't see two monitors. What to do?

you must think of airplay, which is apples way of showing your screen on something else, but still no, you can easily connect a display to your windows pc, but you cant hook two pc's up with a screen-cable and one of them will suddenly go in display mode.
The outputs on your laptop goes to the gpu, not the screen. That's also why it's a output.
