power button not working right

trying to rebuild daughters system. problem is, that the power button when pushed will just bump the fan on the graphics card and then die. power is going to mobo, it just wont kick on. mobo is out of box,cpu is new,gpu is new, psu is new,ram is new. it is a copy of her friends system so i know the parts match up.
 
Solution
start with one dimm and no video card. make sure the 4/8 pin cpu power plug that on the edge of the mb is plugged in. try seeing if the mb will post with just the cpu and ram. if it comes on see if there any video from the mb using onboard video port if the mb has it. if it posts check the bios of the mb if it old update it. if the cables are plugged in right and there no post try another power supply and check that just the power on switch is on the right mb header pins. if the mb or power supply sees a dead short they wont turn on.
