Please Help with Windows 8.1 reboot loop - new build, new user

Hi,

I now have a problem with my new build, and being a noob I am completely stuck where to go next, and wondered if you could advise.

The problem I have is that windows 8.1 is stuck in a boot loop and comes back to "Recovery - It looks like windows hasn't loaded properly" and nothing I try works.

I have tried restoring a system image of when everything is working but that didn't work - same issue.

I have been able to boot in to Windows a couple of times by fixing the boot record at the command prompt, but this is not consistent. On the few times I have been able to get in to windows, whenever I try anything (e.g. trying to create a system repair disc) the system reboots and the loop starts again.

Incidentally when I am in the command Prompt my drive letters are all mixed. What i expect to be C: is labelled as E: and what I expect to be D: is labelled as C: - is this just the cable order they have been plugged in as - they are fine in Windows.

The system has been running fine since install on 16th May. All I did before the crash last night was install PowerDVD14 via remote desktop.

I wonder if it could be a PSU issue, but it has been working fine since install.

Hardware is as follows (not overclocked at present):-
ASUS Z97 Hero Vii
4770k with CNPS8900 quiet cooler
8gb Ripjaws Gskil memory 1866mhz (on QVL for mobo)
1tb SSD OS drive (Win 8.1)
2tb HDD drive
2 x EVGA 780 6gb in dual SLI (not Titans just the new 6gb 780's)
Corsair AX860 power supply (I researched lots of threads to see if this was enough including the SLI cards and the general consensus seemed to think it was)

When I tried to do a system refresh it told me the hard drive was locked, which I have since resolved.

The fact that I am not even getting in to Windows makes me think windows install is corrupt rather than a PSU problem, as I am not even getting in to Windows - but I guess I could be wrong.

I can boot up in to Safe mode just fine, and even start Windows Install from here, without any crashes. Does the fact that I can get in to Safe Mode rule out a PSU/other hardware problem?

The Event Viewer shows lots of DistributedCOM issues attempting to start the service ShwellHWDetection with arguments "unavailable".

Is anyone able to give me any pointers please?

Finally, for future reference, if I need to reinstall Windows 8, can I restore an 8.1 System image over the top or do I first need to upgrade to 8.1?

If Windows starts and runs okay in Safe Mode, it's not a hardware problem. It's more likely to be a bad third-party driver or some incompatible third-party software which installs virtual drivers (eg antivirus, firewall or burning software).

When restoring from a system image it overwrites any existing data so there's no need to pre-install anything prior to running the image restore process.
