Ping promblem in cmd - request timed out

When I try and ping an ip address that isn't connected to my network, I get the message Request Timed Out. I did a bit of researching and found that I had to enable my router to be able to ping addresses outside of my network. Do I need to edit my NAT Endpoint Filtering to do this? Because currently, UDP is set to Address Restricted and TCP is set to Port and Address restricted. After following up on those, it seems that it restricts my network to send and receive packets?

Andways, any help is really appreciated. If you do insist on aiding, please use more simpler terms as I am a bit of a "n00b" (Y)
 
Solution
you cannot PING an IP that is located behind a router.

you might not even be able to PING the public IP of the other router depending on the settings of the router.

I believe it's private? My friend has been willing enough to let me use his IP as a test, however.
