What is my bottleneck?

I am no slouch when it comes to building and maintaining computers, I am assuming my CPU is my bottle neck in this game. I just wanted to see what other thought. My specs are this:

I will use Elder Scrolls Online as an example, considering that is the game I am playing the most and want to maximize performance on.

-CPU: amd fx 8150 8 CORE cpu RUNNING AT 3.9 (water cooled by corsair)
-RAM: 12 gigs
-GPU: 680 GTX SLI SUPER CLOCK
-WIN 8.1
-MOBO: Asus Sabretooth FX 990
-HDD: OCZ SSD (Which only contains standard windows files and Elder Scrolls Online)
-SOUND: Onboard

The thing that is driving me crazy: I run the game on maxed out settings with and I avg 40 fps outdoors to sometimes the early 20s in town. In doors, such and instances/dungeons I can hit the 70s. My best friend who has an arguably lower end system is running at 90+ all maxed everywhere, and he runs an i7 quad core. In the user settings, I have the standard performance tweaks that are supposed to improve frame rate without dropping quality. This isn't even isolated to one particular game, I run most things at lower then expected. I have also recently done a full OS re-install as well.

In fact he runs everything better then I do.. My system is fairly bare bones on a performance level, I run everything for performance and speed. I use cpu core unparking and I use EVGA precision to OC my graphics cards even further. I just can't determine beyond my CPU as to what my bottleneck is. This game is main game I play, so I want it to run optimally. Is my CPU really my bottleneck? Would I fair better changing to an intel based system to increase my performance considering 8 cores just aren't utilized as well with gaming? Anyone have an AMD and get better performance and can help me out? I want to try everything before i shell out a few 100 bones on replacements.
