My PC lags even after so many fresh installs of Windows XP,7

Hi everyone,
My PC lags after so many fresh installs of Win XP,7.My pc takes so much time to boot up.when i try to open My Computer it lags like hell.I am using windows XP currently.when i play music and try to open an folder it stops responding pressing Alt+Ctrl+del doesn't help all thing go back to normal in 10-15 secs then task manager also starts.
My pc specs:-
Intel i3 3210 CPU @3.20 Ghz
Gigabyte B75M D3H motherboard
4GB Cosair XMS3 RAM @1333 Mhz
ATI Radeon HD5450 2 GB Ddr3 GPU
1 TB Seagate HD
Navotech 450w power supply
Windows XP 32-bit (Running currently)

I have tell one more thing these freezes are occuring since i formatted my friend's 32GB Pen Drive using cmd it formatted till 6% and then my PC freezed i reinstalled windows many times but it is still happening.
Plz help me.

That's because, according to your build list, you don't have a power supply. Or a case.

Download and run HWInfo - Sensors and post the results (usually 3 screenshots on TinyPics or similar)

Try checking the SATA cable are plugged in tightly and check in the BOIS to make sure you have AHCI enabled

I have a traditional 450w power supply and a old case of 2006.i can have enabled IDE in BIOS.i changed the SATA cables but no result.I will post screenshots when i'll be back home.

If it occur after numerous reinstalls of OS it wont be problem of OS.
Option 1 is hardware but that would cause you probably more problems. Way you described it is that your PC just can't handle load.
By any chance are you running out of memory? What is your memory usage? Do you have 32 or 64 bit version of OS?
Also does it happen when you have clean install of OS without any other software installed, something may be taking too much of PC resources and slowing it down. It can be even stuff like antivirus, don't you have for example automatic antivirus test running on background?

EDIT:
Another option may be slow HDD. HDD when it can't keep up can bottleneck whole PC.

It's best you set the BIOS to AHCI, although if it doesn't boot past the windows loading screen you'll need to egdt the start up registry. Apart from that you can do a disk clean and a defag

Now i am using 32bit version of xp.no i don't run out of memory. Can it be a problem of PSU? Even first time boot freezes after installing a OS even without istalling drivers after installing drivers problems still presist.

I don't even no what psu you have. I can't look up 'traditional' unless that is the brand name. I need the make/brand and model.

You didn't even say your OS was 64 or 32 bit. Forum guide says post your build including OS. But you're not the only one who doesn't. In the end I just give up trying to help when I don't get the info I need.

How do you know you don't run out of memory when you then say your pc won't even boot?

I was saying i never ran out of memory when i'm using my pc normally usage is like 800 MB,1.20 GB Never seen going up more than 2.90 GB but it's still lagging.It's first time boot freeze when installing Windows 7 . Okay i'll provide all info needed.

Guys found the problem. It wad HDD which was bottlenecking my PC.The HDD is dead now.
