120Hz + low FPS

I have a BenQ XL2420T which is a 120Hz monitor.
I always felt that I had some mouse lag in Rift. I noticed that it would go away in areas where I had a lot of FPS but when it dropped to only 40 the mouse just didn't feel as instant.

Is it possible that low FPS on 120Hz gives me mouse lag?
I have a Sapphire R9 290 Tri X OC and thought it would be good enough to play on 120Hz or at least higher than 60 FPS.
 
Solution
disable cloak will help a lot and dont matter much, same as aa, disable that to.
even grass sin some outside areas is extremely demanding, some places the grass is very dense and fills up the ground.

rift require i5 4670 to perform anything decent but need more power. 120hz monitor with no v-sync will always give you the least amount of inputlag you can have. only more fps helps, 60fps is still pretty much crap, more fps give less inputlag.

Funny thing is I have a i5 4670K. Should that CPU and my GPU not be good enough to run Rift at a reasonable FPS? My FPS drops to 30-40 occasionally and I have everything maxed out. Is the game just badly optimized?
