Okay so I recently built my new PC.
Can this run Watch_Dogs at Ultra?

Specs:

CPU: Intel Core i7 3770 @ 3.40GHz
RAM: 8.00GB Single-Channel DDR3 @ 798MHz
GPU: ZOTAC NVidia GTX 760 2 GB (can be overclocked by Zotac FireStorm)

Monitor Resolution: 1360 x 768

It is expected for a 760 to run ultra settings but it won't be 60 FPS or higher. There isn't any hard evidence but speculation. A gTX 760 was made to be capable of running ultra with no AA at around 30FPS or higher at 1080p . There is no doubt a GTX 780 is much stronger and more capable of playing at ultra settings.
Also just because the game company releases their recommend requirements, it doesn't have to follow that. No doubt a GTX 770 would still run at ultra settings.

and none of those games are watch dogs, none of those games give a min gpu spec for ultra of a 780. They are different games.

OP, a 760 will not get you ultra, it will get you reasonable. Ultra = everything on max (inc AA) at 60fps in most peoples opinion. ultra without AA is ok, but at 30fps is a joke.

When did watch dogs become BF4? and 60 fps with AA is "ultra". Not 44 fps with things turned off. Do you even know what the difference between high and ultra is? its almost always AA. you might as well say high, its the same thing as ultra without AA.

That being said yes he can probably run it at ultra because he has a low res monitor. suggesting a 760 is designed for ultra at 1080p is just laughable
