New motherboard restarting during boot

I have installed a new motherboard, processor and RAM in my PC as the old motherboard stopped working after a badly thought out attempt to update the firmware.

Everything else in the case was already there and working fine with the previous setup. I am able to power on the new board and access the BIOS. However, when I try to install Windows the computer restarts very early in the process (during a loading screen) and complains of a power surge. If I disable anti-surge in the BIOS, it still loses power at the same point. I have tried a Linux boot disc with similar results.

Is the likely culprit the old power supply (getting on for 7 years), the cheap RAM I bought for testing purposes, the motherboard itself, or something else I haven't thought of?

Specs:
Asus Z87-Plus
Intel i5-4670k
1x 2GB Integral DDR3 RAM
Nexus NX-8060 600W PSU
LG GSA-H66NBAL 20x DVDRW
Samsung 840 EVO 750GB SSD (currently disconnected for testing purposes)
nVidia GTX460 (also disconnected)

OS disc is Vista x64.
Previous motherboard was an Asus P5K Premium if that's of any interest.

Sounds like you're right on with the power supply. Other things you could check though are to make sure there aren't any extra standoff screws, and make sure that the MOBO isn't touching the case anywhere causing a short.
