Whenever I Drag on the desktop background it turns into a black square, same when I mouse over the icons. This is only happening on the desktop background. I should also say I have windows 8.1

I have a GTX 650 with a dual monitor setup. 1920 x 1080 24 inch Benq that I got yesterday and a 1600 x 900 19 inch. (this problem is happening on both monitors). I tried updating my graphics card drivers and the problem continues.
I tried running a SFC scan and here is what I got. Apparently some of my windows files are corrupted. http://gyazo.com/522527c41ce463ee3b617debf2fcdf0c
How do I fix this!!??
