Some USB devices not working

I've had this problem for the past month (at least) where some of the USB devices that I plug in receive power (lights come on/device starts charging), but dont work / are not recognized by windows. Some devices work like one of my game controllers and flash drives but other game controllers, external HDD, keyboards, mice, and my Android phone receive power, but I cant actually use them.

It is apparently a problem with installing the drivers. Everytime I try to install the drivers I get "Access is denied". I have tried several methods such as changing permissions in the USB registry, and it says that I have full permission but that didnt change anything. It is not an issue with the devices themselves because they work just fine in my desktop (problem is with my laptop, Dell Inspiron N5110) I've also tried shutting down and removing the battery for hours, MS Fix it and uninstalling the USB drivers (but it wont let me do that because apparently they are necessary for booting somehow). I even reinstalled all drivers from the 'Drivers and Utilities' disk that was included with the laptop, still changed nothing.

My OS is Windows 7 Home Premium 64-bit, is there anything I can do without having to completely reinstall windows? Would that even help? This is beyond frustrating and doesn't make any sense, any help will be greatly appreciated.

I finally got my USB devices to work again. For anyone that happens to stumble across this thread in the future I fixed this by downloading Malwarebytes, dont worry its free. After it did its job I was able to install my drivers with no problem and all my USB devices are working with my laptop again. Im not sure if it was because I may have posted in the wrong section, but the community of Tom's Hardware is usually more helpful....
