Open the disk management utility and see if it is seen there. It may need to be formatted to a file system windows understands

Hi

Do you have another PC to test drive in?

Is it a 2.5" or 3.5" drive ?
3.5" drives need a psu which may be faulty
(Test with volt meter !)

If not shown in device manager it will not show up in disk management

If you can open the casing you can see if it has standard sata data and power connectors and could be tested inside a desktop PC

However some modern external drives integrate sata to USB chip on hard disk controller board. So no sata data connector available

Do not open case if still under warrantee

Like Danimal said, check disk management, It could be in there and just needs to be lettered or needs formatting. I have a drive that wont keep its letter so each time i have to re-letter it every time i turn on the computer, yet it still keeps all its information on it. Thats a weird case though.
