I have a dell inspiron i660-6987bk. i also have a nvidia geforce gtx 660 video card. would the two be compatibile?

If the PC has a PCIe X16 slot, it will work (as long as Dell hasn't crippled the system somehow).

Will i need to upgrade my power supply as well or will the standard 300 watt one work that came with the computer

You will definitely need to upgrade with that card. Nvidia recommends a 450W minimum with a 6 pin PCIe power cable.

Give yourself some headroom, don't go less than 500W. And no cheapies. Corsair, XFX, Seasonic, Antec just to name a few.

A generic 300W PSU won't work. For a GTX 660 you need at least a Corsair CX 430W PSU minimum or IMO recommend a XFX/Seasonic 500-550W.

You'll also have to ensure you have:

-PCI-E X16 slot on the motherboard.
-Case big enough to fit it.

About the only graphics cards that 'might' work with a generic 300W PSU, are the AMD 7750 or GTX 750, that use no additional 6 pin power connectors. And still no guarantee it will work.
