Computer freezes randomly [Newly Built]

I built my computer a few weeks ago. Ever since I first booted it up it would randomly freeze. Normally when I am running games, video editing software, and sometimes even just using skype and google chrome. I have reset windows and wiped my drives completely, only to still freeze when I load windows back. I believe it it a hardware issue. I also am having trouble with my PSU because when I start my pc up, the PSU fan does not start. It buzzes and you normally have to give the fan a little push to get it going. I am talking to the PSU company right now.
Here are my parts:

Intel Dx79si motherboard
Intel i7 3960x
(2x) Intel 180gb ssd
CoolMax CUL-750B
corsair vengeance vengance 1 stick 8gb 1600mhz
Asus GTX 660 2gb
Hyper 212 Evo heatsink

And I have Windows 7 64 bit


So far I was told to lower the speed of the ram, and slow the CPU down to 3.0. I have ran a memtest and it passed.

There is no problem with my ssd's. I feel as if my PSU is glitching to cause the freezing. Could that be possible?

It's worth a try to test with a different PSU. I'd ordinarily suggest running off integrated graphics to rule out GPU but it appears that your mobo/cpu don't support onboard graphics. Perhaps you could ask around for a different gpu to test with also.

Do the freezes still happen in safe mode?

I haven't tested safe mode. What exactly is "Safe Mode"? Anyways ill test it.

Reboot and press F8 on startup (just keep pressing F8 repeatedly) This should bring up a menu of boot choices, use the arrow keys to select safe mode and press enter.

Safe mode is a diagnostic mode in which Windows loads with a minimal set of drivers and services running
