Solution
This is the best I could come up with in the price range. It should run these games on medium-high settings. You might have to lower the settings while recording though:

PCPartPicker part list / Price breakdown by merchant / Benchmarks

CPU: AMD Athlon X4 760K 3.8GHz Quad-Core Processor ($84.73 @ OutletPC)
Motherboard: MSI A55M-E33 Micro ATX FM2+ Motherboard ($39.99 @ Micro Center)
Memory: Team Vulcan 8GB (2 x 4GB) DDR3-1600 Memory ($65.99 @ Newegg)
Storage: Seagate Barracuda 1TB 3.5" 7200RPM Internal Hard Drive ($54.43 @ OutletPC)
Video Card: XFX Radeon R9 270 2GB Double Dissipation Video Card ($154.99 @ NCIX US)
