FPS Issues (Drops)

So..
specs:
HP laptop 8530w Elitebook
Quadro FX 770M
Intel core 2 - 2 CPU(s) 2.80 GHz
4 GB RAM
and that is all i know pretty much
every time i start a game.. or even just a random batlle in any kind of shooter game - IN ANY GAME; after about 30 seonds - 1 minute im having the fps drop that last 25 - 45 sec and its happenning again and again over and over; like a loop
it been over a year since this problem started and i own this Laptop almost 3 years..
im trying to find a solution but nothing.. im hopeless..
my computer is clean from dust and the fan as well...
any kind of help is appriciated
i can play BF3 and COD but for example Mount and blade Warband.. its droping into 3-7 frames per second - unplayable i want to find a solution as quick s possible..
if it helps - before the FPS drop(i mean its working as it should be) you can hear the fan working.. and when the FPS drop happens the fan almost not doing any kind of sound like it became idle or something... im not that smart when its about computers but i know as well (for example i know stuff like managing the registry or changing advanced options in the system etc.)

If you're 100% sure that the fans are not working, then take it to HP ask them for help. If you're not sure, download GPU-Z ( http://www.techpowerup.com/gpuz/ ) and when the game starts to drop FPS, open GPU-Z and see the temperatures (in the "Sensors" tab). If it hits around 90c just turn off your laptop and let it cool first.
