Computer wont turn on with new RAM

Hello everyone,

I built my PC on Boxing Day 2013 and only had enough cash for 8GB of RAM so today I went out and got another 8GB (each stick is 4GB) so I would be at 16GB. The problem I am having is when I install the new sticks with the old the PC wont boot. I have tested the new sticks and they are both fine, tried all four slots to ensure my motherboard is okay, and I also tried a new and old stick together and that worked. If anyone has any suggestions that would be great! My PC specs are below:

Have you tried one RAM stick in each of the slots to see if there is defective?
If there aren't any defective then turn on your PC without any RAM in which will cause a black screen then retry putting one in and try another stick which can also see for a defective stick.

Try MemTest if you can too

Tried resetting the CMOS and that didn't do anything. The problem is still the same, it wont even boot to the windows screen or anything. The computer will run for 15 seconds then restart.
