Low GPU usage and FPS with R9 290 and 8350

I've had issues for a while with this combo, so please watch this video I made documenting sort of what is going on:

Notice, I have updated bios, unparked cores, clean drivers, HPC mode enabled and no power options enabled in BIOS

Very sick of this computer not behaving in BF3/BF4, and would really like to know why or a Fix, as others seem to be playing with this configuration, and even 8350/780ti fine.

I benchmark absolutely fine as well, getting
55fps in Unigine Valley Extreme HD
51fps in Unigine Valley Extreme
43fps in Metro Last Light benchmarks tool Maxed + ssaa
51fps in Metro 2033 Benchmark tool Maxed

and seem to run most other games fine, even getting 114-180fps in BF3's first single player mission all ultra, and keep 99% gpu usage... but drop 30-60fps in BF3's Gulf of Oman map.

Same with BF4, staying 94-99% gpu usage throughout BF4's campaign 60-110fps all ultra with or without mantle on... Yet drops below 60 a lot, and I can't seem to get more FPS even If I wanted too...
Even odder, CPU usage stayed the same, switching from all ultra to medium settings... and even after gaining 10fps average, I get the same FPS drops below 60 while playing.

Please help me.

if your gaming on multiplayer bf4. a 64 player map with your setup sould be around the 90fps mark on ultra on a 1080p display. and around 60fps on 1440 display. what res are u running. there will always be spikes that cause 40fps in either res. is just how the game is written. i still see spikes in the low 40's with a 980x @4.2 and 780 @ 1200/7000mhz. you could always apply some overclocking if your up for it. cpu usage is fine. check you gpu temps and frequencies and make sure you card is not throttling due to heat.

Did you watch the video? you see the CPU line? if its fine, why is my GPU usage dropping to 50%...

Hi mate sorry for the late reply

i know running 2 screens will hurt you fps quiet dramatically. the map you were playing on is quiet phyx intensive due to the trash and smoke flying around. the occasional dips in gpu usage could be either driver, poor game writing or server related lag. how is your net connection mine is bad and it will happen occasionally (maybe once every 2 or 3 rounds). On 1080 i thought you would be getting a little higher than that. have you unparked the cpu cores if yor on win 7? from the looks of your graphs i think you have? it should not be a combo issue of cpu/gpu.

Exactly... I've
-Unparked cores
-updated bios
-tried several drivers, all clean installed
-playing on a single monitor doesn't help...

I doubt its server lag or interent speed, as the GPU and CPU usage is those exact values no matter which server I'm on when I reach spots like this... and seem like half the maps run like this...
BF4 on DX11 runs the same way, drops to 45fps, and usage drops to 50%... I see a direct correlation with low gpu usage in these areas, and even lowering settings, my minimum fps didn't move...

When you lower settings and fps stays the same, SOMETHING is bottlenecking
On medium in the video, I saw a few more fps, but high settings run just as bnad as ultra, even with MSAA off...
Again, this happens in many games, even Watch dogs, which even on driver 14.6, utilizes 50-100% of my gpu, and 45-55% of my CPU... With frame drops below 30fps (yes 30 with a r9 290) when cpu usage drops to 60%. Again, several graphing programs show each core only being used like 70%... what is up?

I did a bit of recording with gpu z on the weekend and even on my setup 980x and 780 gtx i would see random dips in frames to 45-50 at 1440p ultra settings. at this point my gpu load went from 98-99 percent to around 75-80 percent. these were as random as what you had in your video. i would put it down to online play (sever interaction, net connection, number of players and what ever elce is going on in the map at that time

Yes but you're in 1440p... 1080p it should be no issue... I shouldn't have to be in medium settings with a $530 GPU to run over 60 in a match. This happens on all servers and most maps. I also am getting low fps in single player games as well.

Which 1440p monitor You got? Should I get a Korean one? Looking at the D-Star DP2710 on ebay, like $299.

I bought the Qnix from ebay i paid extra for a pixel perfect and luckly it was. i have minimal to no back light bleed i paid $360 au and it arrived in 5 days. Im very glad i went for it. the case and the stand are a bit average but not as bad as everyone makes out to be. ive got mine to overclock to 100mhz on the stock cable. it may do more with a quality cable.
