Whenever I launch DOTA 2 it seems to be capped at 30fps(it doesn't fluctuate more than 1fps). If I close out of DOTA 2 and then reopen it then I will get my normal fps again(60fps vsync on 120fps vsync off). I have tried verifying the integrity of the game cache, updating drivers, turning vsync on and off and none of this has helped. I have an i7 3770, 16gb of RAM and a GTX 660ti.
