New Computer Not Restarting - Solid RED CPU_LED 00

So I am building a computer for the first time in a long time. Had all the parts in, everything seemed to be working great. Booted from a USB drive to install windows 8.1, it began in install perfectly. Then "Press ok to Restart." I press ok, screen goes black... nothing happens. Computer never seems to fully shut down. I retry this several times with the same problem. I analyzed the motherboard during the process (an ASUS Z87 Pro) and upon hitting ok to restart, I see the same Solid red CPU_LED indicator as well as a code of 00. Again, it seems there is a problem with the computer shutting all the way down and restarting. I updated the BIOS to the latest version... although interestingly enough, when I make changes to the BIOS then hit "Save and Restart." I have the same issue as I did when doing so during the Windows install. The screen goes black and the computer hangs without fully restarting (same solid RED CPU_LED and 00 Motherboard code). Interestingly, after power is fully cut off, and the PC is turned back on, the changes to the BIOS have gone through.

Please help, I've tried all I know to do. Does anyone have any suggestions?

I checked the CPU, there are no bent pins as far as I can tell. Also, if it was able to run the initial part of the Windows installer, wouldn't that rule out a CPU problem?
