2.It is specially optimized for Nvidia GPU's but 280x is also a very strong performer.
I bet that the gpu will run the game at 60+, but the processor is right now my biggest problem. Any good 1155 processors under 220 usd?
Actually, Watchdogs uses some pretty heavy Nvidia exclusive effects. You might not be able to enable everything, regardless of framerate. PhysX, for example, simply wouldn't be supported on an R9 280X.

Pretty much everyone here is aware that the recommended Watchdog specs are not accurate. Ubisoft has a long history of either making their recommended specs way too low or way too high.
The upshot is, as I've gotten tired of saying in other threads, is that no-one knows yet, not until the performance reviews are out. but if an i7 is ultra recommended, and an i5 is just recommended, then an i3 will be iffy and constrain you somewhat.

I don't think an i3-3550 actually exists, so it's probably an i5-3550.
I doubt it'll run @ 60 fps on any settings (CPU bottleneck), but there's no way to tell for sure until we start to see some benchmarks after the release.

That's practically a very slightly underclocked i7-3770, great value for your money. The only difference is the lack of integrated graphics, but that won't have an effect on gaming since you will be using the R9 280X.
