FPS Drops after new Windows Install

Here's the quick rundown of what happened:

A few days ago, my hard drive failed (I guess?) and when I restart my PC, I got a constant blue screen. It would not fix during startup repair or a startup disc, so I just simply wiped the entire hard drive and reinstalled windows.

Before I reinstalled Windows, all my games ran perfect. No FPS drops, amazing gameplay.

And now after I reinstalled it, CSGO drops to 40 fps, goes up to 150, drops, GTA 4 drops and stutters constantly.

My GPU temps are normal.

Here's what I've tried doing:

Redownloading GPU drivers, download a GPU beta driver.
Downloading MOBO driver.
Running ccleaner, disk defragmenting, running malwarebytes (even tho it's a fresh copy), taking out my graphics card/plugging it back in.
Using gamebooster.

I don't know what else to do, help anyone?
