GTX 660 Clock speed drops? Temps are fine.

Hi. I decided to plug in my old gtx 660 for some overclocking.

This is a kepler gpu and has something called "gpu boost" by Nvidia which seems to annoy me.

Basicly I'm getting performance drops in games because my clock speeds are going down.
I've unlocked my bios for increased voltage and a higher power target. A little over 1.2v with 150% power target.

I also set the maximum boost clock to 1228mhz in bios. It boosts to 1202mhz.
In saintsrow 3 everything works fine. My temperatures ar around 57c on load and the clock speeds doesn't change. However in other games like Watch dogs and Battlefield my clock speeds vary a lot. They go down, including my voltage.

I never go above 60c in games so why is my clock speeds going down in certain games. Is this a power saving feature? I'm really trying to get this thing over 1300mhz :D.

Also I haven't recieved any driver crashes in benchmarks, and no artifacts. My clock speeds do go down in Valley benchmark aswell.
