Video card fan spins at max, wont even get beep from BIOS

Hello all,

GPU: HIS ATI Radeon HD 5870.
OS: Win7 64 bit.

I've seen a few similar threads about this issue here but nothing definitive in terms of an answer. It's a strange one for sure. My initial thought was the PSU, but I don't think it's the culprit anymore. I have unplugged 3 drives (1 optical, and 2 HDDs) to make sure power would be sufficient and this problem still happens.

What happens is when I first start my computer from a cold boot after a few secs the fan on the card spins at max and I don't even get the standard BIOS beep. There is no feed to the monitor at all. Here's the really strange part.

If I put in my old card and then uninstall any driver the newer card will work fine. I can keep my computer running for days without issue. I can restart without issue. But here's what's really strange to me: I can hard boot the computer fine too, as long as it's not off for too long! I don't have a specific timeframe on this, but if it's off too long this problem will start up again.

I have flashed the GPU BIOS, since that seems to be the most obvious problem. But I had the latest one on there already and the problem still persists.

To eleminate software issues I reformatted my hard drive and did a fresh install of Win7 with the new card in there. Install went fine, with all the rebooting during the process. But, again, once I had left it off over night the problem was there again the next morning.

This is really stumping me. Whatever initializes the card as soon as it receives power is confusing the card or mobo it seems. But then I don't know why it would work at all ever, nor why having the proper drivers is somehow a bad thing. (I even tried the newest beta version of the drivers with the same issue.)

To add to the strangeness, when I first started troubleshooting and was unplugging things one-by-one, maybe 10% of the time I would get the beep from the BIOS and my monitor started to light up and thought things were okay, but then the fan spun and I lost my monitor and the same thing occurred.

Any thoughts on this? I know some of the obvious steps to take and have already done them. And, again, since this card works fine whenever I can get it to work initially doesn't ring out an obvious answer here.
