for a gaming PC is it better to spend money on a top end cpu and a mid range video card (like a sapphire r9 270x toxic) or get a lower level cpu/apu and spend the money saved on a better video card?

It depends on how low a cpu you are considering, but in general a mid level cpu/high end gpu will game better than a high end cpu/mid level gpu.

It also depends on what games you are playing.

Spend the money on a better graphics card. Most games rely heavily on GPU moreso than CPU. But that doesn't mean they don't rely on the CPU at all! So make sure you don't get a cheap CPU either, make sure the CPU you choose wont bottleneck your GPU, and you'll get a balanced, powerful gaming rig from these tips.
