Program Compatibility Assistant causing issues installing drivers

I'm trying to install the touchpad driver on a new install of Windows 8.1 Pro on a Dell Vostro 1520 laptop. The most recent drivers the Dell website has are for Windows 7, obviously I know that there might be some issues with some of the drivers. The issue that I'm having is that Windows stops the software telling me that "This program has compatibility issues" giving me the option to "Get help online" or "Close". The problem I have with this is that I have the Program compatibility engine turned off in gpedit.msc and the service is disabled and not running in services.msc. If I'm not mistaken the program should run regardless and let ME find out WHAT the compatibility issues are since I told Windows to turn off the silly program compatibility engine. Just because the software is labeled for Windows 7, doesn't mean that it can't even run in Windows 8. This is so frustrating, the only driver I need to install is this touchpad driver and I just need it so I can scroll up and down windows with the touchpad instead of having to use the keypad. What am I missing here?


Edit: I didn't think of trying to install the drivers manually... I will try this now and update.

Edit 2: Manual install of drivers was successful, the touchpad is now recognized and the scroll wheel on the side is working. But if anyone could shed some light on why Windows wouldn't let me install the software despite turning off the program compatibility engine, that would be great.

Did you read my edits at all?
I clearly stated that I solved the issue... Windows 8 will NOT let you bypass program compatibility in certain instances (eg: drivers for another operating system) regardless of shutting off the services in services.msc. I was able to install the driver by manually installing it through device manager.
