Lol, "good gaming PC" vs "low to medium settings"
If you can try to increase the budget a few hundred dollars so you can get a better graphics card to enable medium-high settings. The graphics card will be the most important part of the pc if you want good gaming for sub $1000

The PC, excluding its sales and discounts and promos, is somewhere around $520. Not necessarily a whole lot under $550 but hey I tried making the best when it came to performance. Included the discounts though, it's roughly around $500.
However, you should be able to play some games at high at 1080p. I've been hearing mixed reviews about MSI and Seagate, so if you want to change, you can. Feel free to change whatever you want.
EDIT: If you can, check out Austin Evans. He has some builds for various budgets. The one I just did is based off of his most recent builds.
