CPU voltage changed randomly

Hi
I've been using a premade computer that I bought online and have no knowledge of overclocking myself
anyway it uses a i5-2500k oc @ 4.5ghz
now originally the voltage was 1.304 idle and 1.312 load (might have been other way round)
awhile ago however it randomly changed without me doing anything to me knowledge (don't mess around in the bios much etc)
now it's at 1.408V idle and varies from 1.376-1.384 at load
it also lost its power saving feature and runs at 4500.0-9 Mhz all the time, before it would drop to 1600 when idle

Its been in its new configuration for ages and seems to work fine, I was wondering if there might be any problems or why it might have changed though

I tried changing intel speedstep but I don't think it works if windows is in high performance
Changing C1E to enabled however allows me to get the 1600Mhz
Problem is the core voltage now jumps around all over the place, from 1v-1.4v although can stabilize around 1.056
at load its still the same 1.376-1.384

i also have c3 report+ c6 report (auto+enable option)
those results happen regardless of the settings for speedstep, c3, c6 as long as c1e is enabled

are my other settings ok

Limit CPUID max - disabled
Execute Disable Bit - enable
Intel Virtualization Technology - disabled
Turbo Mode -enabled (greyed out)
