New Computer build will not restart or reboot. When windows or any program that needs a restart to finish i need to manually hold the power button and reset the machine. It will power down but it will never reboot and boot up again. It will prompt me to restart I will hit yes and then it powers down but does not reboot. Any help would be amazing.

There could be UEFI issues or corrupt files in Windows, maybe those are causing this. Try running a Windows Repair disk and updating the BIOS.
