fps the same on all video settings

Hello sorry if this is the wrong thread I am posting on but I've read about CPUs bottlenecking (if i'm correct no knowledge in this sector). In arma 3 no matter what settings I have my video settings on the fps is always 30 -40 fps sometimes lower in parts. My specs are below:

I7 3770k
PCS+ r9 270x 2gb
8g ddr3 1333mhz ram
640gb hdd 32mb cache
500w psu

Again sorry if i'm in the wrong thread any help is appreciated

Wow. That must be a cheapie. Only a single +12V rail rated for 20A. I'm surprised that R9-270X is actually able to run on that PSU. A 'real' 500W PSU will have almost twice that capacity. I recommend that you either replace that PSU or not use that card any more. Cheap PSUs have a bad habit of taking out other parts of the system when they die.

If you decide to replace it, look for a brand name of at least 550W for some extra...

Corsair, XFX, FSP, Antec, Seasonic, are names that you can trust to be of high quality and give you the +12V capacity that you should have.
