RAMPAGE IV BLACK EDITION immediately restarts after 4 seconds

I have a RAMPAGE IV BLACK EDITION motherboard. I am building a system and I am not sure why the system restarts immediatley after 4 seconds. It will do this indefinetley as long as there is power attached.

This is what I tried so far. I removed all the memory sticks except one in position D1. I tried the video card in both PCI 16 slots. I check to see if the cpu was seeted correctly.

CPU: Intel Core i7-4820K Ivy Bridge-E 3.7GHz (Turbo 3.9GHz) LGA 2011
Video Card: EVGA 02G-P4-2663-KR GeForce GTX 660
Memory Ram: CORSAIR Vengeance 64GB (8 x 8GB) 240-Pin DDR3 SDRAM DDR3 1600
Power Supply: KINGWIN Lazer Platinum Series LZP-550 550W ATX 12V v2.2
Water Cooling: CORSAIR Hydro Series H100i Extreme Performance Water/Liquid CPU Cooler.
Case: Rosewill THOR V2 Gaming ATX Full Tower Computer Case

have you used the rog usb flashback to put bios 0603 onto the mb to rule out ram code issue??

need a usb stick and the right .cap file. the mb just needs standby power. put the usb stick into rog flashback port and press the rog flash button and wait for the mb to flash your bios.

I followed the video instructions and the follwing from the manual.

2.2
BIOS update utility
USB BIOS Flashback
USB BIOS Flashback allows you to easily update the BIOS without entering the existing
BIOS or operating system. Simply insert a USB storage device to the USB port specially
allocated for the USB BIOS Flashback feature then press the ROG Connect button for three
seconds. The BIOS will be updated automatically.
To use USB BIOS Flashback:
1. Download the latest BIOS file from the ASUS website
2. Extract and rename the BIOS image file to R4BE.CAP.
3. Copy R4BE.CAP to the root directory of the USB flash disk drive.
4. Turn off the system and insert the USB storage device to the ROG Connect port.
5. Press the ROG Connect button and release when a flashing light appears, which
indicates that the BIOS Flashback function is enabled.
6. Wait until the light goes out, indicating that the BIOS updating process is completed.

It restarts every 4 seconds.

If yes inside the compressed file contains this file "M3N78-CM-ASUS-0603.ROM" it does not have the .cap extension.

What do you recomend?

copy the renamer into the folder that has the bios file and run it.
cpy the rename file onto a fat 32 formated usb stick. with the mb off only sitting with standby power the usb flashback will run as in the video I posted. make sure the usb stick on the right usb 2.0 port if not the port will blink and then do nothing.

[ SOLUTION SOLVED ]

I never plugged the 4 pins plug from the power supply into the plug at the top near the CPU.
