Gigabyte h61m-ds2 motherboard ic burn

Hey guys!
I bought gigabyte h61m-ds2 rev 2 last year. It worked fine but after a year, it was turning on and off. And suddenly its ic burn. Near to the heatsink fan. It wasn't accepted on warranty. The guy said me that my power supply is bad and im not having good electricity voltage.
However electricity voltage is fine. And i use my computer on stabematic 1k volts stablizer. I changed my power supply from cooler master 500v to corsair vs650.

I bought the same new board again. Rev 3.0 this time. And its just 4months and the same problem. Occur. I started my pc after safely shuting it down in the morning. It booted to desktop and the restart and the a spark and the ic burned. Amd i cut the power supply asap.

I wanted to know why this happed to. Me? Are gigabyte motherboard are of cheap quality? I had used intel, asus before and never had this problem before.

Please help me out. And tell me whether a ic burn the covers under warranty?
