Why am I Getting Bad FPS?

Ok, so I recently got a new computer from CyberPowerPC. It's a pretty good computer, as far as I know. When I first got it I had a GTX 760, but for some reason it got Artifacts and I had to send it back, but in the mean time My friend bought me a GTX 750 ti (I believe the 760 had an overheating issue. I actually didn't have my case running. I'm a noob lol. It's running now but I only have one case fan, so this could be the issue.) But anyways, I have been experiencing really bad FPS lately. When I play Arma 3 I get around 30 on all Normal settings. Which from what I understand, my PC should be getting alot better FPS. My Specs are below, If you have any idea why I get low FPS please let me know. Also, I livestream and I've noticed that it doesn't make a difference weather I change everything to Normal or leave it on Ultra other than maybe 5-10 FPS. Maybe I'm just an idiot and should only be getting 30 FPS idk.

CPU: i7-4770
GPU: GTX 750 ti Superclocked (havent changed anything but it says it superclocked)
PSU: HMW 600W ATX

GPU: 28c

well, how much worse are the framerates.

the 750ti is much weaker than the 760.

I have been getting 30-40 with the 750 ti. Im getting around 20-30 now. Same GPU.

arma is HEAVILY reliant on GPU processing power.
