Choppy framerate (throttling?)

ive been experiencing this problem for awhile and have not found any solutions to it yet. My pc after maybe 30mins of use starts to get really choppy framerate and while the temps of both cpu and gpu are around 30 degrees, the cpu then jumps and ranges from 40-50 and the gpu goes to around 50 degrees and will not cool down. Ive since added fans to help with the cooling, but nothing has worked. Reinstalling gpu drivers has also generated no results. Any ideas as to what is causing this?

i7 4770k
Asus Z87 plus
Corsair cx750m
Corsair vengeance 8GB Ram
750ti FTW

Anything above 60 for CPU cores is not good so 50 should be decent.I think you should check your PC for signs of dust as this could cause throttling.Your GPU temp is good too.
