im planning to make my first build pc which i plan on using to play watch dogs in the future, my budget is about 800 dollars without the video card. Other components not needed: mouse and keyboard

Here is my mock build based on research
ASRock Fatal1ty Z87 Killer-Mobo
Intel Core i5-4570 3.20-3.60GHz (Quad Core) Haswell-cpu
Ram Gskill Ripjaws X 8GB 4gbx2 DDR3 1333 CL9
Psu Corsair TX850M 850watts 80PLUS Bronze (Modular)
Hdd Internal Seagate 1TB 7200RPM 64MB, ST1000DM003 (SATA 6 Gb/s)
NZXT Phantom 410 Mid Tower

Any suggestions on the build and to what video cards and monitor you can recommend thanks.

Are you planning on overclocking in the future? If yes, then get a K-series processor like the i5 4670K but your build is good.I learned that getting a CM Hyper 212 EVO cooler is good if you stick with 4570.GPU depends on taste and budget.Asus or BenQ monitors are for gaming but only if you have enough moolah to buy them.

If i have an additional 300 dollars is there a GPU that could maybe play both Battlefield 4 and Watchdogs on high settings?

If you don't plan on having a Crossfire/SLI set up in the future, then the 850w psu is way overkill. You can probably get a 550w or 600w and a better graphics card, and 8gb 1600Mhz ram maybe.

300 bucks is for AMD cards.Asus R9 280X should do well on BF4 cuz BF4 is optimized for Radeon graphics via Mantle :)  Here is the link:https://www.google.com.ph/?gfe_rd=cr&ei=1Gh_U6nyGsqL8Qf...
It will also bring you good in Watchdogs because it is a high end card.

The ASRock is as good as it gets but if you want the best, then get Asus ROG mobos.
