Internet being used up by something. Maybe a virus?

I know this many not be the best place to ask this but I'll try a few different places to get some answers. Whenever I watch a video of any sort on a browser, something gets triggered and then something else starts using up the internet. Even when I exit the browser, the task manager shows full internet usage. Now I know there is a big problem here because it doesn't show up on resource monitor. Here are a couple of pictures of the resource monitor and task manager side by side when this happens.

The problem occurs only after starting videos. The only way to resolve the issue is by restarting the computer but it gets triggered again when I watch a video. I should also mention that I came across a trojan when quickly downloading all of my programs on my new computer. I was doing this very fast and clicked on one of those google ads for abobe flash player. I did do a system restore to a point before the trojan but the issue has not been resolved. Also, if someone can recommend me good place to post a problem like this, I would appreciate it very much.
 
how long do u wait before restarting? in the first image you have an ip of 131.253.61.98 using a lot of bandwidth which from what I can find is a Microsoft ip address(according to http://131.253.61.98.ipaddress.com/) . Is it trying to do Microsoft updates and you keep interrupting it?
