AMD FX(tm)-4100 Quad-Core Processor
Ram 8.2 GB
Windows 7
GeForce GT 640
Pixel Shader version 5.0
Vertex Shader version 5.0
Dedicated Video RAM 2 GB
Power supply 450w
my budget is 250$ and I need to know what kind of card is the best for my rig.

I think a Nvidia Gtx 760 would fit in that budget but depending on your PSU brand you may require a new one. Not much headroom even then. No overclocking, of course and regardless the CPU will become your bottleneck in games.
You could resell the cpu, videocard and psu and get a 550W PSU, FX 6300 or better and a GTX 760 or in my country ATI's 280 and 280x prices are dropping, might go with one of those.

Well the GTX 760 is a bit weaker than my original suggestion and it also costs more: http://pcpartpicker.com/part/msi-video-card-n760tf4gd5o...

(4GB is unnecessary, but that's the cheapest GTX 760 ATM so I see no reason not to get it)

Not to be rude, but read the guide about how to post
http://www.tomshardware.co.uk/forum/290969-33-advice-ch...
We don't know what you want to achieve with it, what games you like, where do you want to shop from etc. Even though we seem smart and have funny names, we are not wizards.
Also 8.2 GB or RAM? I think you meant 8 GB.

How weak is it, Will I notice it?

Not really, it's still a very nice card.

One more question, this is kinda newbiesh but is there any real difference between amd and nividia. will there be some games I can't play new or old? and also what kind of cpu would you recommend for around 100ish bucks.

There's no real difference between AMD and Nvidia. Sure AMD cards are a bit better in some games and Nvidia cards in others, but that's it. AMD also has Mantle, but Nvidia has ShadowPlay and PhysX.

For $100ish I'd recommend this (be sure to check the site of your motherboard manufacturer for compatibility): http://pcpartpicker.com/part/amd-cpu-fd6300wmhkbox

Alright so I think I am going to get that Amd graphics card and the power supply. Thank you for the help. O btw I have an 750 w power supply in another computer, should I switch it out for this comp?

No problem :)

You could use the PSU from the other PC provided that you don't need that PC. Just make sure the PSU has at least one 8 (or 6+2) pin and one 6 pin PCIe power cable.

Long, that's all I can say for sure. I have the 2GB version (equal performance @ 1080p) and I can run pretty much everything on high over 60fps.

Yes, that's the same PSU I suggested earlier, but with Haswell power saving support. That and the one I linked earlier are on sale right now (mail-in rebate), hence the low price.
