My GTX 770 is only using half of the power??

I noticed that no matter if my GPU usage is 90% or 99%, the Power usage is always somewhere between 50 and 58 percent. Is this due to my PSU not supplying enough wattage?

My PSU is EVGA 500B 500 Watt.
My CPU is FX 8350.
I use Noctua heatsink on the CPU.

My plan is to get EVGA 600B 600 watt, you guys think that should be enough?
I won't be doing any over clock or sli in the future but the 770 card is a bit factory overclocked though (MSI Twin Frozr).

Yeah, pretty normal. I get a little bit over 90% with my GTX 760. As long as your GPU usage gets over 90%, it's OK since lower power draw means less heat.
That seems pretty normal.

Try FurMark if you want to test how high you can get your power draw: http://www.ozone3d.net/benchmarks/fur/
Set it to fullscreen, set the correct resolution, max out anti-aliasing, turn on dynamic background, burn-in, xtreme burn-in and Post FX. Then click 'Benchmark (user's settings)'.

Ok, I tried the program with your recommended settings at my monitor max resolution, and I get about 79~81% power usage throughout the test.

So its normal right?

Yeah, I noticed the power draw goes above 90% when my GPU core goes above 1100 mhz, but then the GPU core got locked to 1084 mhz once my GPU temperature hits 80 degrees celsius. Hence the power usage lowered to 80% and stayed that way the entire test.

Its my card's way of dealing with high temperature I guess ( my case air flow pretty bad actually lol).
