Second Partition HDD is Slow?

Hi,this is my first time post in here :) and Nice to meet you all.So i have HDD Hitachi HDS721025CLA382 that made into 2 partition System(C) with 78,1GB and DATA(E) with 155GB,at first both partition works fine but after i filled my E with some games and files it become slow to loading a game,watching even copy a single file.At first i thought that the space is full but when i saw my disk space it still have 119/155.I never fill anything in E for 5 years recently i like to watch video on my TV with USB so i have to download a video and move it.Defragment and Error-Chceking is not working,my E disk always no responding or it will Freeze

So this is my question:
1.Is the second partition is always slow or it it is beacuse my HDD is to old?(i need to wait for more than1 hours to move 400 MB in E but in C i only need to wait about a minutes)
2.Is formatting the E will help?or installing games in E make it slow?
3.What i can do beside buy a new HDD

This is what inside my E folder:
-Sims 2
-Sims 2 university
-Some portable games
-Animes
-Pictures

Any help will be very appreciate.Thank You

If it won't defragment, that partition may have too much data on it so there is not enough free space for data to be moved around in the defrag process.

You need to take some data off that partition so that around 50% of it is empty, then you should be able to defrag it.

Basically, you need a larger-capacity hard drive as your existing one is just too small for the amount of data you have.

i already do that but it stop at 10% and doesn't move when i stop it and close the window,it said not respoding.BTW i will try to defrag my second partition again.I hope this time will work smoothly

it still won't defragment i have 77% free space on that partition
