Very strange GTX 780 problem. Help.

So, I bought a GTX 780 recently had a 280x before it. Formatted my windows to make sure no trace of AMD drivers was left. Now the problem is even though my GTX 780 scores completely fine in unigine. i5 3570k scores perfectly fine in passmark and so does my corsair 8gb ram. I have a corsair 800w PSU, my pc shows no signs of the PSU failing.
So the problem is NO game gives me the FPS it should even though all my hardware seems to work fine. Sleeping dogs gives me 45 without even the texture pack. BF4 gives me 40-50 on ultra.
Dayz runs like shit too. These are all the GPU hungry games I have tried yet. Sleeping dogs and BF4 should surely give me a lot more FPS but they don't.

I just installed 337.88 after formatting my windows hoping for improvements but nothing. All my temps are completely fine I unparked my cores as well on BF4 btw.
I don't have it overclocked but I don't think a 780 should be giving me 45 fps on BF4 whatsoever. And nope, vsync is off on all the games I tested my fps on.

That doesn't make sense to me either. I completely maxed out BF4 and hold at 70-80 fps on my 780.

Scratch that.
After 25 minutes of playing hardline my max temp was 79C. Max gpu usage was 93% though it mostly stayed around 70-80. Max fan speed was 57. I used afterburner to get these results.
And my score in unigine was good hence it doesn't really sound like a bad card does it? My CPU is oc'd to 4.1 at the moment since it was hitting 80C before. I do well in benchmarks but in game my FPS just takes a hit.
