The HD 7750 will be a little faster in most games and the extra 1GB of VRAM that the 640 has, may not help much with that class of card anyway. So I'd opt for the HD 7750.

You can get GTX 750 Ti which is way better than HD 7750

The 7750 is MUCH faster than the 640. With the performance you'll get out of this budget, 1GB of VRAM should be sufficient for light gaming. You'll also be around 175w at peak load power draw, so 275w should be sufficient.

I replaced my gt 640 that came with the computer with a 7750, and the difference was night and day.
It will be like 25 fps vs 50 fps in some games.
