Hi.
Until few days ago I had Ednet 500w PSU that gave up after 6 years of usage.
It was not top of the line PSU but held C2D for a 4 years.
Now I have Asus P-50GA 500w PSU and my graphic card is acting underpowered.
FPS drops in asteroid dense areas of Star Trek online.
Just switched PSU nothing else.

Core2Duo E7400 2,80 GHz
XFX GeForce 250 Core Edition 1 GB GDDR3 momory 256 bit
250 GB WD hdd 7200 rmp
2 optical drives (1 ATA and 1 SATA)
X-Fi sound blaster Fatality series
4 gb DDR2 memory 800 mhz
Win 7 ultimate

Solution
Had this exact card and its a powerhog compared to newer midrange cards. Mostly because its ancient technology.

The GTS 250 is a rebranded, overclocked and partially remodeled and 9800GTX+,which is based heavily on the 8800GTX architecture.

You could try lowering your core and memory clocks to see if it performs any better, that would point out an obvious lack of power from the PSU.

No
Worked great on old PSU
Games run smooth
Now,FPS drops in object rich zones.
Mostly in asteroids rich areas
