For students, windows 8.1 pro is only £50 and therefore i want to download this on my own built pc. When you purchase windows from the website it comes as a download not as a disk. Do i have to download 8.1 onto a usb stick and then how do i get it to download on my new pc ???

Plug your USB drive in, run the program, choose the downloaded file you got, and the tool with make a bootable USB drive with the Windows installation on it.
After that you go into the BIOS and set it so that the computer starts up from the USB drive and it'll begin the installation process.
