HD 4870x2 Crossfired - 2nd GPU crashes at 66C

EDIT: Here is what I meant to be the original post: I have two 4570x2's in the rig, but the second GPU cannot exceed 66 degrees Celsius or the OS will crash (I assume the GPU goes into shutdown).. this is most likely due to bitcoin mining years ago OR a power supply issue. I'm not exactly sure why it's always at the same temperature that it shuts down.

I would like to limit my second GPU to about 50% or perhaps both cards to 65%, whichever keeps the temperature in the green. I've tried to limit both cards by decreasing core clock speed (via MSI Afterburner) but that seemed to crash the PC almost instantly when the GPU was activated via Borderlands 2 launch.

I haven't got much money, so water cooling or a 1k watt PS isn't really a viable option. I can run the primary GPU fine with no issues.

Old post: Second Crossfired HD Radeon 4870x2 Crashes exactly at 66-68 degree Celsius. First GPU operates very well. Second GPU has mined bitcoins for a long time. PSU is a possible option, but I consider it unlikely. 650W with ~50-55A on the +12v rail.

I have cleaned the heat sink fan and gave it a good computer duster cleanse. Before I stress the gpu I'll max the fan at 100% to elongate time till crash. I can prolong the gameplay by ten minutes if i get great airflow. The crash seems to be totally temperature dependent as far as I can tell.
I have not applied new thermal paste, but that could certainly be beneficial. Do you think if the PSU is not juicing the GPU properly, it would always shutdown at the same temperate?
