My set up is
-AMD FX-9370 4.40 GHz (4.7 GHz Turbo) Eight-Core AM3+ CPU 8MB L2 Cache & Turbo Core Technology
-Cooler Master Seidon 120M Liquid Cooling CPU Cooler - Enhance Cooling Performance (Single Standard 120MM Fan)
-1TB SATA-III 6.0Gb/s 32MB Cache 7200RPM HDD (Single Drive)
-8GB (4GBx2) DDR3/1866MHz Dual Channel Memory (ADATA XPG V2)
-ASRock 990FX Extreme3 AMD 990FX ATX w/ UEFI Bios, XFast Technologies, GbLAN, 3x PCIe x16, 1 PCIe x1 & 2 PCI [-6]
- 600 Watts - Standard 80 Plus Certified Power Supply - SLI/CrossFireX Ready
-NVIDIA GeForce GTX 750Ti 2GB GDDR5 PCIe 3.0 x16 Video Card [+6] (Major Brand Powered by NVIDIA)
Now I have no Idea what much of this means all I know is that frames are at 200+ in Counter strike then are at like 30

Yeah, the Extreme3 can barely get enough power to the 8320 with its poor 4+1 power delivery lol I'm 96.2% sure that's what's happening. You need a motherboard that can supply the right amount of power to that. This looks like it was copy/pasted from a pre-built's webpage. If I were you I would contact them and have them send you a motherboard that is capable of fully powering the 9370.
