PC No Display|Signal - Replace PSU?

Hello,

PI 9750
Asrock A780GM-LE
4GB OCZ RAM
XFX 6850
OCZ SXS 500W

Cleaned my PC yesterday, removing the PSU, RAM and a recently purchased 6850.

After replacing the parts the PC turns on but without a display/signal on the monitor. The GPU, CPU, PSU and case fans all work. However, oddly enough the CD drive doesnt work/same with keyboard but the mouse lights up?

I have checked all the connections and reseated the RAM. But no luck...

I did notice since I installed the 6850 the GPU fans revs up and down on boot for 20 secs then stabilizes, almost as though its not receiving enough power. However, had no lock ups whilst gaming therefore assumed it was fine. (I bought the 6850 specifically because I was told it had no problems running on a 500w)

Im planning on buying a used Corsair 500w builders series from a friend tomorrow as I assumed that the disc drive issue indicated a faulty PSU but I was wondering if more experienced system builders could give any insight.

See if this works:
1. Remove the power cord from the PSU, and monitor
2. Open the case and remove the BIOS battery
3. Press the power button and hold it for a full minute
4. Wait 10 minutes before replacing the battery, closing the case and connecting power to the PSU

This will reset the BIOS in case it's settings got mixed up from removing the components as it not always adjusts to new settings immediately, and resetting will force it to refresh hardware detection (It would have been a good idea to remove the battery before all components and replacing it after reinstalling them back on).
If this doesn't help after a couple of shutdowns, a new or known good PSU is next up.
