Spilled something on Motherboard, now video doesn't work

So like a complete idiot i was eating ice cream near my opened up computer and a piece fell right by the motherboards heatsink and near the CPU.(You can see my motherboard here)
I shut the computer down and cleaned it up, it didn't get on the CPU but it got under the blue heatsink and on the side of the chip that's under there and everywhere between the heatsink and cpu.

Now when i try and turn on the PC it starts but then shuts down and starts up again, it does that no matter what, On, Off and then On for good, but the monitor says no signal.
Tested monitor and cable, they work fine.
Is there something i can do that might fix this? or is it screwed for good? Everything seems to be getting power, even the video card. Is it def a fried part of the motherboard or could it have somehow messed with the video card? I have no way of testing the video card, and im a broke musician(All my music is on that computer also) so i can't just go buying parts unless im 100% of what it is and even then who knows when ill be able to afford even a cheapo motherboard. So if there is anything else i can try to fix it without replacing it that'd be great.

you dropped it on the north bridge, you should take it to repair center to get it fixed/changed
